Interoperability Overview

One of the issues we hear most often from people we speak with in government is the need for data applications to share data.  Sometimes, it is several identical instances of an applications; other times it is between similar (but not identical) systems. For example, in healthcare, there might be a need to link hundreds of instances of a certain Electronic Medical Records systems (one in each medical center, hospital or doctor’s office), so that one person can move between locations and whichever location he or she goes to and his or her records will be available there.

More on This Example

Throughout Africa, we have seen that a significant number of people regularly move from one location to another.  This might include cattle farmers (looking for better pastures in which to graze), those searching for new work opportunities or those fleeing persecution.

Some will keep copies of their medical records and carry them around with them as they migrate, but most will either appear at a new doctor’s office with only what they can remember or depend on the new doctor’s ability to contact the previous doctor’s office to arrange for the transport of the records.

In this instance, our Healthcare offering would supply this functionality intrinsically; in wealthier environments, where the healthcare offices were already computerized, interoperability would allow the in-place systems to share data between them.

Digitization

Digitization helps governments move from a paper-based (or other analog medium) to a computerized system where the information is stored in file systems and databases, allowing it to be searched, shared, backed up and analyzed. We use the VSI Veracity™ system to create the database, framework and User Interface for users to access, allowing them to do the work of the conversion.  Electronic documents such as PDF, Word, Excel, and other image files can be attached to any database record, so that items that need to be stored electronically can be permanently associated with the database objects that organize them.
